Rezoning Approved for Whitecap

Master Planned Community to Feature Public Waterway Access

CORPUS CHRISTI, TX – At today’s regularly scheduled City Council meeting, Mayor Paulette Guajardo and the City Council approved the first reading to rezone approximately 240 acres owned by Diamond Beach Holdings, LLC, for the development of Whitecap, a proposed master-planned community located at 14353 Commodores on North Padre Island.  

The Planned Unit Development overlay at Whitecap has proposed compatible land uses, such as residential homes, outdoor recreation green spaces, and mixed-use retail.  The master plan will incorporate homesites with canal access lots, pedestrian walkways, bike paths, and improved roadways.

The zoning will allow for low-impact development with improved water quality in the bay, delivery of public waterway access, and a proposed mobility canal.  The project plan includes a nature preserve that supports migratory bird populations and various wildlife.

The Whitecap development also will provide opportunities for new commercial sites, restaurants, retail options, and a potential hotel plus marina. The zoning for these new businesses allows for significant increases in tax and fee revenue for the city through property taxes, sales taxes, and builder fees.

In May 2022, the City Council approved the establishment of Whitecap Public Improvement District No. 1 to assist with public infrastructure construction. It is estimated that it could take Ashlar Development six to ten years to complete the phased project valued at more than $800 million.
