Director Appointments Announced

CORPUS CHRISTI, TEXAS – City Manager Margie C. Rose announced the appointment of Mr. Eddie Houlihan as the Director of Management and Budget and Mr. Andres “Andy” Leal as the Streets Director for the City of Corpus Christi today.

“Mr. Houlihan worked for the City of Corpus Christi for over 16 years before his departure to serve as a City Manager,” said City Manager Margie C. Rose. “He has management and budget experience but most importantly has in-depth knowledge of the City of Corpus Christi organization and its budget,” added Ms. Rose.

Mr. Houlihan has over 25 years of management and budget experience holding key positions as Senior Management Analyst, Assistant Director of Management and Budget as well as recently serving as the City Manager for the City of George West. He holds a Bachelor of Business Administration from the University of Texas. “Being a City Manager gave me new insight and I believe it will benefit both the residents and city organization,” said Mr. Houlihan. “I’ve have always loved Corpus Christi and when the director position came open I knew I had to apply,” added Houlihan.

“Mr. Leal has helped lead the way in development and implementation of the Street Improvement Plan,” said City Manager Margie C. Rose. “He understands the importance of improving our streets and is committed to helping to make it a reality," add Ms. Rose.

Mr. Leal has over 25 years managerial and administrative experience with the City of Corpus Christi. He has held the Assistant Director of Street Operations position for 14 years and most recently as Interim Streets Director since June of 2014. Mr. Leal holds a Bachelor of Science in Civil Engineering from Texas A&M – Kingsville and is a Texas Registered Professional Engineer. “I am honored to be chosen to lead the streets department,” said Mr. Leal. “Our City is seeing more street construction and maintenance every day. Each orange barrel represents progress toward better roads,” added Mr. Leal.
