City Welcomes New Faces in Leadership Roles
CORPUS CHRISTI, TEXAS – Interim City Manager Keith Selman has appointed two new department directors and one assistant director for the City of Corpus Christi. The appointments include Jermel Stevenson as the Director of Parks & Recreation, Albert Quintanilla as Street Operations Director, and Rosa Villarreal as Assistant Director of Human Resources.
“It is important we fill these key management positions within the City organization,” said Keith Selman, Interim City Manager. “I’m excited about the depth of knowledge and experience the new employees will bring to our team and the community,” added Selman.

Parks and Recreation Director Jermel Stevenson.

Mr. Stevenson brings 24 years of municipal government experience to the City. He has led operations management, program development and administration for Parks and Recreation Departments in cities such as Detroit, Kalamazoo, Phoenix, Rowlett, and most recently, the City of Garland.

Among his achievements are park enhancement capital improvement projects; accolades for youth programming; national accreditation for the Rowlett Parks and Recreation Department. Mr. Stevenson holds a Bachelor of Arts in Community Parks and Recreation Management and a Master of Science in Public Administration.
Street Operations Director Albert Quintanilla

Mr. Quintanilla is a civil engineer with 26 years’ experience working for TxDOT in various districts across the state, to include Houston, Phar, and Laredo. As a District Engineer, he was responsible for the design, construction and maintenance of roadways, and had a successful track record of project management and fiscal responsibility.

Coming out of retirement, Mr. Quintanilla has spent the last 7 years with United ISD in Laredo. As a Risk Management Safety Specialist, his responsibilities include overseeing the district safety program, training and conducting building inspections for compliance with Building and Fire Codes.
Human Resources Assistant Director Rosa Villarreal

Ms. Villarreal has spent nearly 22 years working in the public sector, to include over 13 years of progressive experience in Human Resources. She most recently worked for VIA Metropolitan Transit as the Vice President of Transportation and Operations. Prior to that, she was the Managing Director of Operations for the Corpus Christi Regional Transportation Authority.

Ms. Villarreal holds a Bachelor of Arts in Political Science and a Master of Arts in Public Administration.
