City Briefed on Community Enrichment Fund Proposed Revisions
Recommended Policy Changes to Improve Parks and Proposed FY 2022 Community Enrichment Fund Budget to Utilize Funding
CORPUS CHRISTI, TX – At today’s regularly scheduled business meeting, City Council received proposed revisions to the Community Enrichment Fund (CEF) policy and recommendations of a FY 2022 Community Enrichment Fund Budget in the amount of $2,803,266. These items will be considered by Council on March 22, 2022.
City Council had requested City staff review the Community Enrichment Fund and the collection of park development fees. In response to the City Council’s request, a CEF work team was created with staff from the City Manager’s Office, Parks & Recreation Department, Strategic Innovation Office, Finance Department, Development Services Department, and Legal Department.
The findings of the work team were shared with the stakeholders in the development community during various meetings to gain their input on the proposed recommendations. Staff then worked to integrate the stakeholders’ feedback with the findings of the work team to bring City Council its final recommendations to simplify the park development fee process and make expenditures against the Community Enrichment Fund more transparent.
The proposed changes include:
- Amending the Unified Development Code (UDC) to rename the “Community Enrichment Fund” to the “Park Development Fund”.
- Amend the UDC to dissolve the five-mile radius requirement and restrict the use of Fee in Lieu of Land (FILO) funding to the City Area Development Zone of the contributing residential development.
- Change the FILO from a formula-based fee to a flat rate per dwelling unit. The FY 2022 fee is recommended to be $462.50 per dwelling unit.
- Update the budget financial policy to require the City Manager to present a proposed CEF budget annually.
