City Council Approves Collective Bargaining Agreement With Police Officers Association

CORPUS CHRISTI, TX – The Corpus Christi City Council approved the collective bargaining agreement between the Corpus Christi Police Officers Association (CCPOA) and the City of Corpus Christi earlier today.

The tentative agreement was reached on September 5, 2019. On October 4, 2019, over 95% of the CCPOA members voted in favor of the proposed tentative contract. The four-year contract  runs from October 1, 2019 to September 30, 2023. Through the agreement both sides were able to come to terms on economic and non-economic issues. Here are some of the highlights:

Average annual wage increase with cost of living adjustment (COLA), longevity, and add-pays.  

  • 4.6% FY 19-20
  • 2.1% FY 20-21
  • 2.1% FY 21-22
  • 2.0% FY 22-23

Increase in longevity pay plus a newly created add-pay for Intermediate Peace Officer Certification, Advanced Peace Officer Certification, and Master Peace Officer Certification.

  • This new agreement will enhance the ability of the police department to recruit new officers to our city, but also incentivize the retention of the highly trained and professional Officers.
  • An alternate hiring process was established within the contract that will provide the ability to replace critical Police vacancies in an expedited manner and incentivize lateral transfers.

Reduction in City's Texas Municipal Retirement System COLA Contribution from 70% to 30% of Consumer Price Index (CPI).

  • Effective January 1, 2020
  • Resulting in a savings of $92 Million in the City's unfunded liability over 25 years 
  • Will increase the City's funded ratio from 74% to 82%

Elimination of the Public Safety Preferred Provider Organization Healthcare Plan and 100% migration to Public Safety Consumer Driven Health Plan with 100% premium coverage for Officers and their dependents.
